Expands eligibility for Texas Commission on Law Enforcement (TCOLE) licenses to all legal permanent residents of the United States, removing the previous requirement that applicants be honorably discharged military veterans with at least two years of service

Requires legal permanent residents seeking law enforcement positions to submit an affidavit affirming their intent to apply for U.S. citizenship within six months of becoming eligible to do so

Allows political subdivisions to appoint or employ legal permanent residents to positions requiring TCOLE licensure, provided they hold the appropriate license and submit the citizenship intent affidavit

Directs TCOLE to prescribe the affidavit form and amend its rules as necessary to implement the changes by December 1, 2025

Applies to law enforcement agency hiring occurring on or after December 1, 2025, with the act taking effect September 1, 2025
