Adds a new accountability indicator for all districts and campuses measuring students who successfully complete enrichment curriculum courses under Section 28.002

Creates two new high school accountability indicators: students who earn endorsements under Section 28.025(c-1), and students who earn micro-credentials or credentials of value as defined by the State Board of Education

Establishes new accountability indicators specifically for elementary, middle, and junior high schools measuring students in grades 6-8 who complete courses designated for higher grade levels and students who complete approved career and technology courses

Requires the "closing the gaps" domain to incorporate enrichment curriculum completion and the new elementary/middle school indicators when evaluating school quality for those campus types

Applies beginning with the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
