Mandates inclusion of total state mental health funding by service type, regional breakdowns of state-funded mental health facilities and programs including capacity, demand, and waitlists

Requires reporting on targeted versus actual patients served by region, patient outcomes for those in state-funded beds, and comprehensive analysis of funding allocations, service gaps, and capacity constraints

Adds requirement to report the number of entities denied state mental health grants due to funding limitations, including grant types requested and amounts provided, with effective date of September 1, 2025
