Adds licensed or certified mental health professionals to the list of eligible professions for the Homes for Texas Heroes low-interest home mortgage loan program, joining fire fighters, peace officers, corrections officers, veterans, educators, and emergency medical services personnel

Defines "mental health professional" by reference to multiple sections of Texas Occupations Code and Education Code, covering various licensed and certified mental health provider categories

Requires applicants to reside in Texas and have income not exceeding 115% of area median family income (adjusted for family size) or the maximum permitted under Internal Revenue Code Section 143(f)

Authorizes the Texas State Affordable Housing Corporation to contract with state agencies or private entities to verify applicants' qualifications as mental health professionals

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
