Adds Chapter 75C to the Texas Civil Practice and Remedies Code to limit liability for commercial cavern operators for injuries, deaths, emotional distress, or property damage sustained by participants in recreational or educational cavern activities

Requires cavern entities to post warning signs at each cavern entrance stating that Texas law limits liability for injuries or death resulting from cavern activities in order to receive liability protection

Liability protection does not apply when injuries are proximately caused by the cavern entity's negligence regarding safety, known dangerous conditions, failure to properly train employees, or intentional acts

Applies only to causes of action accruing on or after the effective date; takes effect immediately with two-thirds vote or September 1, 2025 otherwise

Passed the House 138-9 on April 23, 2025, passed the Senate unanimously 31-0 with amendments on May 14, 2025, and House concurred in Senate amendments 112-10 on May 19, 2025
