Prohibits property owners' associations (HOAs) from banning certified swim instruction conducted in a private pool on an owner's or resident's property

Defines "certified swim instructor" as someone who has completed training meeting American Red Cross, YMCA, or equivalent standards

Allows HOAs to impose reasonable regulations requiring that swim lessons: take place in the rear yard, not be visible from the street, occur only between 8 a.m. and 8 p.m., and be limited to no more than four students per session

Permits HOAs to require that participants have access to a permanent restroom connected to water and sewer located in the home, attached garage, or accessory building

Declares any HOA provision that violates these protections void, effective September 1, 2025
