Mandates the handbook be written in plain language, updated annually to reflect changes in law or agency guidance, and made publicly available in searchable format on the agency's website

Requires the State Board of Education to develop mandatory training on parental rights in education for all school district board of trustees members, with curriculum and materials developed with agency assistance

Sets deadline of January 1, 2026 for the State Board of Education to make the training available and for the Texas Education Agency to create the parental rights handbook

Requires current school board trustees who took office before January 1, 2026 to complete the parental rights training by April 1, 2026

Takes effect September 1, 2025
