Repeals Section 37.0013 of the Education Code, eliminating the positive behavior program requirement for public schools

Removes the positive behavior program implementation requirement from the criteria for campuses to be designated as resource campuses

Specifies that homeless students may only be placed in out-of-school suspension for conduct involving: weapons offenses, violent offenses (assault, aggravated assault, sexual assault), or drug/alcohol violations on school property or at school activities

Allows campus behavior coordinators to work with the district's homeless education liaison to identify alternatives to out-of-school suspension for homeless students

Takes effect beginning with the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
