Extends mental health parity requirements to additional governmental health benefit plans, including basic coverage plans under Chapter 1551 (state employees), Chapter 1575 (teachers), Chapter 1579 (school employees), and Chapter 1601 (university employees)

Expands chemical dependency coverage requirements from group health plans only to include individual health insurance policies, requiring coverage for necessary care and treatment that is no less favorable than coverage for physical illness

Prohibits lifetime maximum limits on chemical dependency treatment coverage, removing the previous limit of three separate treatment series per covered individual

Assigns enforcement of mental health parity compliance to the applicable trustee, board of trustees, or system for governmental plans, requiring evaluation of both quantitative and nonquantitative treatment limitations across inpatient care, outpatient care, emergency care, and prescription drugs

Takes effect September 1, 2025, with requirements applying to health benefit plans delivered, issued, or renewed on or after January 1, 2026
