University of Houston president must designate a department to conduct a study on PFAS (perfluoroalkyl and polyfluoroalkyl) chemical use in hydraulic fracturing, in collaboration with the Railroad Commission of Texas and Texas Commission on Environmental Quality

Study must examine the extent of PFAS use in fracking in Texas, potential public exposure through air and water, and effects on human health and the environment

Study must evaluate the feasibility of chemical alternatives to PFAS in fracking and whether these chemicals should be restricted from use in the process

Report with study conclusions must be submitted to the legislature by December 1, 2026

Act takes effect September 1, 2025 and expires December 31, 2026
