Repeals the requirement that kindergarten through 3rd grade classroom teachers and principals at elementary campuses must attend a teacher literacy achievement academy developed under Section 21.4552 of the Education Code

Eliminates the deadline that required existing K-3 teachers and principals to complete the literacy academy by the 2022-2023 school year, and newly hired staff to complete it within their first year

Maintains existing requirements for school districts and open-enrollment charter schools to use a phonics curriculum with systematic direct instruction in grades K-3

Preserves certification requirements that districts prioritize placing highly effective teachers in K-2 and integrate reading diagnostic instruments for students in pre-K through 3rd grade

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
