School districts would be prohibited from beginning student instruction before August 1 of each school year, replacing the current requirement that prohibits starting before the fourth Monday in August

Districts operating year-round school systems under Section 25.084 would remain exempt and could still begin instruction before August 1

Removes the existing exception that allowed districts with 190,000+ students to start on or after the first Monday in August at up to 20% of campuses undergoing comprehensive reform with mostly educationally disadvantaged students

Districts of innovation would no longer be able to use their local innovation plans to obtain exemptions from the first day of instruction requirements under Section 25.0811

The changes would take effect September 1, 2025, and apply beginning with the 2026-2027 school year
