Amends Section 48.151(b)(1) of the Education Code to expand the definition of "regular eligible student" for transportation allotment funding purposes

Clarifies that students qualify for transportation funding if they live two or more miles from their campus of regular attendance, regardless of whether they reside within that campus's attendance zone

Maintains existing eligibility criteria requiring the two-mile distance to be measured along the shortest route on public roads

Preserves current provisions that exclude students classified as eligible for special education services from the "regular eligible student" definition (as they qualify under separate provisions)

Continues to include homeless children and youth as defined by federal law (42 U.S.C. Section 11434a) as eligible students

Takes effect September 1, 2025
