Removes failure to comply with court-ordered actions for child return as a standalone ground for involuntary termination of parental rights (eliminates former Paragraph O requiring compliance with court orders for children in DFPS conservatorship for at least 9 months due to abuse or neglect removal)

Renumbers remaining grounds for termination from Paragraphs P through V to Paragraphs O through U following the removal of the previous provision

Updates cross-references in child support provisions (Section 154.001) to reflect the new paragraph numbering for cases involving terminated parental rights

Applies to suits affecting parent-child relationships pending in trial court on the effective date or filed after the effective date

Takes effect September 1, 2025; passed House 136-0 on April 25, 2025 and Senate 31-0 on May 14, 2025
