Requires applicants for permits to drill, deepen, plug back, or reenter oil or gas wells to submit a gas capture plan to minimize flaring before the Railroad Commission of Texas can issue the permit

Gas capture plans must include anticipated annual production volumes for gas (in thousands of cubic feet), oil (in barrels), and condensate (in barrels), along with detailed maps of existing and planned gas gathering systems in the area

Plans must provide comprehensive information about the gas gathering system to be used, including operator name, pipeline route and distance, current and projected capacity, system reliability and downtime, and the receiving gas processing plant

Operators must describe alternative beneficial uses for gas if pipeline connection is unavailable, including on-site use, electric power generation, conversion to liquid fuels, gas reinjection for storage or enhanced oil recovery, or shutting in the well
