Requires independent school districts to provide electronic copies of student transcripts through the state's electronic student records system when requested by authorized persons under state or federal law

Prohibits school district boards from charging fees for electronic copies of student transcripts, adding this to the existing list of items for which fees cannot be charged

Maintains existing prohibitions on fees for instructional materials, required field trips, dress codes for educational programs, diplomas, instructional personnel costs, library materials, required activity admissions, exam fees, and lockers

Takes effect September 1, 2025
