Adds "discipline history" to the list of prohibited bases for discrimination in open-enrollment charter school admission policies, preventing schools from denying admission based on a student's past disciplinary record

Narrows the circumstances under which charter schools may exclude students to only those currently placed in a disciplinary alternative education program (DAEP), juvenile justice alternative education program, or currently subject to an expulsion order

Removes previous language that allowed charter schools to exclude students based on documented criminal offense history, juvenile court adjudication, or discipline problems under Chapter 37

Creates an exception allowing charter school campuses that include child-care facilities to exclude students with criminal convictions that would preclude admission to a school district campus with a child-care facility

Applies beginning with the 2023-2024 school year and takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
