Prohibits residential landlords from increasing the monthly rent amount between the time a rental application is submitted and when a lease is offered to an approved applicant

Applies only to rental applications that specify a particular rental unit and state the monthly rent amount at which that unit will be offered

Requires landlords who approve an application to provide a written lease agreement at the same rent amount stated in the original application

Landlords who violate this requirement are liable to the applicant for $100, plus three times any application fee or deposit paid, plus reasonable attorney's fees

Takes effect September 1, 2025, and applies only to rental applications provided on or after that date
