Requires the University of Texas System Board of Regents to adopt a formal policy goal to eliminate routine methane flaring on university lands by 2027

Mandates that oil and gas lessees on university lands submit methane flaring reduction plans when leases are issued, modified, or renewed

Plans must prohibit routine methane flaring, require compliance with EPA new source performance standards for methane emissions, and implement quarterly inspections using leak detection equipment such as optical gas imaging cameras

The University of Texas Bureau of Economic Geology will assist the board and lessees in developing and implementing the flaring reduction plans

Board for Lease of University Lands must adopt implementing procedures by June 1, 2024, with the Act taking effect September 1, 2025
