Establishes the Office of Food System Security and Resiliency as a new division within the Texas Department of Agriculture, to be created by December 31, 2025

Office responsibilities include coordinating state resources for food access professionals, ensuring disruption-free food systems, and promoting in-state growth, manufacturing, and processing of agricultural products for farm-to-store and farm-to-table consumption

Requires the office to develop regional food system security planning by collaborating with state agencies, counties, municipalities, school districts, and local governments

Office must submit legislative recommendations by December 1 of each even-numbered year to improve food system security and resiliency

Transfers management of the Texas Food System Security and Resiliency Planning Council from the food and nutrition division to the new office once established
