Extends the age limit for tuition and fee exemptions at Texas public colleges and universities from 25 to 27 years old for students who were formerly under the conservatorship of the Department of Family and Protective Services (foster care)

Exemption applies to undergraduate students and high school students taking dual credit courses who were in foster care at key points, including: the day before their 18th birthday, on or after age 14 if eligible for adoption, at high school graduation, or at the time of adoption/permanent conservatorship placement

Changes apply beginning with the 2025 fall semester; prior semesters remain governed by the previous 25-year-old age limit

Passed the House 114-26 on April 30, 2025, and the Senate 27-4 with amendments on May 27, 2025; House concurred in Senate amendments 95-31 on May 29, 2025

Takes effect immediately if approved by two-thirds of both chambers, otherwise takes effect September 1, 2025
