Prohibits the Texas Education Commissioner from comparing the relative performance of campuses in districts where student enrollment is based solely on residence with campuses in districts that allow parents to enroll students at schools other than their assigned neighborhood school

Amends Section 39.053 of the Education Code by adding Subsection (c-4) to change how schools are evaluated under the Public School Accountability System

Applies beginning with the 2023-2024 school year

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
