Grants civil liability immunity to federal firearms licensees (FFLs) operating lawfully in Texas for acts or omissions arising from "firearm hold agreements" that result in personal injury or death

Defines a "firearm hold agreement" as a private transaction where an FFL takes physical possession of an individual's lawfully owned firearm at the owner's request, holds it for an agreed period, and returns it according to the agreement terms

Immunity specifically covers the return of a firearm to the owner at the termination of the hold agreement

Immunity does not apply if the licensee engaged in unlawful conduct or gross negligence

Takes effect September 1, 2025, and applies only to causes of action accruing on or after that date
