Requires official carrier envelopes for mail-in ballots to be prepared so they can be mailed free of postage, with prepaid return postage for the envelope and balloting materials

Mandates that carrier envelopes display an indication that return postage is prepaid, in addition to existing requirements for the early voting clerk's name, title, and mailing address

Directs the Secretary of State to adopt rules necessary to administer the prepaid postage requirement

Repeals Section 86.002(e) of the Election Code (existing provision related to carrier envelope requirements)

Applies only to elections ordered on or after September 1, 2025, with prior elections governed by existing law
