Requires physicians and health care practitioners to prioritize the health of a pregnant individual over the health of the fetus when recommending health care treatments, regardless of whether the treatment poses a risk of injury or death to the fetus

Preserves the pregnant individual's right to agree to or refuse any recommended health care treatment, with providers required to obtain informed consent before proceeding

Authorizes licensing authorities to impose administrative penalties against physicians or health care practitioners who violate these requirements, using existing regulatory enforcement procedures

Adds new Section 170A.008 to the Health and Safety Code, applying "notwithstanding any other law"

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise effective September 1, 2025
