Creates new exceptions to Texas abortion prohibitions for pregnant women who are 35 years of age or older or who have a physician-determined high-risk condition

Exempts pregnancies resulting from in vitro fertilization (IVF) from multiple abortion restrictions under the Health and Safety Code

Applies these exceptions to third-trimester abortion bans, partial-birth abortion prohibitions, dismemberment abortion prohibitions, and restrictions on abortion-inducing drugs

Exempts qualifying cases from the Texas Heartbeat Act requirements (Sections 171.203 and 171.204) regarding detection of fetal heartbeat

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
