Requires applicants for new oil or gas well drilling permits to disclose on their application whether the proposed well site is within 1,500 feet of a child-care facility, private school (with 100+ students), public school, or school district facility

Mandates the Railroad Commission of Texas hold a public hearing in the county where the well would be located before granting any drilling permit within 1,500 feet of these facilities

Public hearings must receive comments on whether granting the permit is in the public interest, and the commission must consider those comments when making its decision

Preserves the authority of local political subdivisions to enact and enforce their own ordinances related to oil and gas well drilling

Applies only to permit applications submitted after the commission adopts implementing rules; takes effect immediately with two-thirds vote or September 1, 2025
