Amends Section 27.016 of the Texas Water Code to allow the executive director to accept inspection reports from licensed engineers or geoscientists for proposed Class I injection wells, instead of requiring state-conducted inspections

Permits licensed engineers or geoscientists to conduct site inspections either in person or virtually using satellite/aerial imagery, mapping software, or other appropriate information sources

Requires virtual inspection reports to confirm the local conditions and probable effect of the well were assessed, and to include determinations regarding casing requirements

Authorizes the executive director to require an additional in-person inspection if a virtual inspection reveals issues meriting further review

Applies only to permit applications filed with the Texas Commission on Environmental Quality on or after September 1, 2025
