Expands the definition of "Texas-Mexico border region" in Government Code Section 2056.002 by adding 13 counties: Bee, Karnes, Loving, Mason, McCulloch, Menard, Reagan, Upton, Ward, and Wilson

Standardizes the "border region" definition across multiple Texas codes by replacing various existing definitions (such as "within 100 kilometers of the international border" or "counties immediately adjacent to the border") with a single reference to the Government Code definition

Applies the unified border region definition to provisions in the Education Code (higher education pilot programs), Health and Safety Code (border health programs), Transportation Code (infrastructure investment), and Water Code (water-related operations)

Passed the House on April 30, 2025 (128-7) and the Senate on May 28, 2025 (23-8)

Takes effect September 1, 2026
