Requires the Texas Department of Transportation (TxDOT) to install telecommunications conduit during road construction or reconstruction projects on state highways where conduit does not already exist

Mandates conduit access points at intervals not exceeding one mile in unincorporated areas and 500 feet in incorporated areas to facilitate use by telecommunications providers

Telecommunications providers may only use state-installed conduit, structures, medians, or other highway improvements through a lease or formal agreement with TxDOT

Transfers and consolidates existing broadband coordination provisions, requiring TxDOT to post joint trenching opportunities on its website and give special consideration to projects improving rural or underserved community broadband access

Requires TxDOT to submit annual reports to the legislature on broadband installation activities and associated costs or savings, with the law applying to projects initiated on or after September 1, 2025
