School districts may elect to use a writing portfolio assessment as an alternative to the non-multiple-choice portions of state reading assessments and English I/II end-of-course exams

Districts must design the portfolio assessment in consultation with a public or private institution of higher education and submit it to the Texas Education Agency for approval

Approved assessments must evaluate student mastery of essential writing skills through timed samples, year-over-year improvement, ability to follow the writing process from draft to final product, and proficiency in multiple writing styles

Districts may allow classroom teachers at the same campus to score the assessments and may coordinate with regional education service centers for grading assistance

Applies beginning with the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
