Texas A&M AgriLife Extension Service must conduct an annual study of each plant disease and pest outbreak in the state, examining the duration, resolution methods, and other relevant information for each outbreak

Annual reports must be published on the Extension Service's website by January 1 of each year, covering the previous year's study findings

By January 1, 2028, the Extension Service must publish a comprehensive summary report of all annual reports and provide policy recommendations to address plant disease and pest outbreaks

The summary report must be submitted to the governor, agriculture commissioner, lieutenant governor, and speaker of the house of representatives

The reporting requirement expires on January 31, 2028, and the act takes effect immediately with a two-thirds vote or September 1, 2025 otherwise
