Authorizes the Railroad Commission of Texas and its agents to legally capture images using unmanned aircraft (drones) for inspecting and examining oil/gas sites, wells, tanks, disposal/injection sites, pipeline facilities, and surface mining sites

Adds this authorization as a new exception (subdivision 22) to Texas Government Code Section 423.002, which governs lawful uses of unmanned aircraft for image capture

Amends Natural Resources Code Section 88.091 to explicitly grant the governmental agency access to oil property for inspection and examination by unmanned aircraft

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
