Requires mandatory labeling for food products, food additives, medications, vaccines, medical products, and cosmetics that contain human fetal tissue, are manufactured using human fetal tissue, or are derived from research using human fetal tissue

Defines "human fetal tissue" broadly to include tissue, cells, organs, and cells from fetal cell lines obtained or originally derived from an aborted unborn child

Prohibits the sale, dispensing, or administration of covered products in Texas unless they are clearly and conspicuously labeled in accordance with department rules

Directs the executive commissioner of the Health and Human Services Commission to adopt labeling rules by December 1, 2025

Labeling requirements apply to products sold, dispensed, or administered on or after January 1, 2026
