Requires the Health and Human Services Commission to collect quarterly data on costs incurred by the state, municipalities, counties, and hospital districts for providing inpatient and emergency care at public hospitals to uninsured patients who are not U.S. citizens or lawful permanent residents

Mandates public hospitals to inform affected patients that cost information will be reported to the commission, while clarifying that reporting does not affect the hospital's federal obligation to provide care

Requires the commission to submit an annual written report to the governor and legislature by January 1 each year detailing these healthcare costs and recommending options for seeking federal reimbursement

Executive commissioner must adopt implementing rules by October 1, 2025, with data collection beginning November 1, 2025, and the first report due January 1, 2027

Adds Section 525.0304 to Chapter 525, Subchapter G of the Government Code, effective September 1, 2025
