Requires individuals registering to vote in Texas to submit proof of citizenship along with their voter registration application to the county registrar

Directs the Secretary of State to prescribe rules for citizenship verification, to the extent permitted by the National Voter Registration Act of 1993 and the Supreme Court's decision in Arizona v. Inter Tribal Council of Arizona, Inc. (2013)

Mandates the Secretary of State to request by January 1, 2026 that the federal Election Assistance Commission modify the national mail voter registration form to include documented proof of citizenship for Texas applicants

Requires the Attorney General to seek court enforcement if the federal Election Assistance Commission fails to comply with Texas's request within 180 days

Takes effect September 1, 2025
