Prohibits school districts from spending public funds to hire registered lobbyists to lobby members of the legislative branch

Bars school districts from paying nonprofit state associations or organizations that primarily represent political subdivisions and employ registered lobbyists

Prohibits school district employees from using public funds or district resources to communicate directly with legislators or their staff to influence legislation

Grants taxpayers or residents of a school district the right to seek injunctive relief to stop prohibited lobbying activities and related expenditures

Allows taxpayers or residents who prevail in enforcement lawsuits to recover reasonable attorney's fees and costs from the school district

Takes effect September 1, 2025, applying to expenditures and contracts made on or after that date
