Health care facilities must provide written estimates of billed charges for elective inpatient admissions and nonemergency outpatient procedures within 5 business days of a consumer's request (reduced from 10 business days), delivered via email

Estimates must include information on how consumers can dispute final billed charges that exceed the estimate by $400 or more, as provided under federal regulations (45 C.F.R. Section 149.620)

Facilities that violate these requirements are prohibited from taking third-party collection actions against consumers, reporting consumers to credit bureaus, or pursuing legal action against consumers

Violating facilities are subject to enforcement action by the appropriate licensing agency

The law takes effect September 1, 2025, and applies only to estimate requests made on or after that date
