Expands the attorney general's authority to petition the Texas Supreme Court chief justice to convene a special three-judge district court for lawsuits against the state, state officers, or state agencies

Adds challenges to public school accountability systems under Education Code Chapter 39, Subchapters C, D, and F as eligible proceedings for the special court (in addition to existing categories of school finance/operations and redistricting cases)

Filing of a petition by the attorney general automatically stays all proceedings in the original district court until the chief justice acts on the petition

Requires the chief justice to grant the petition and transfer the case to the special three-judge court within a reasonable time

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
