Expands Texas's wholesale prescription drug importation program to allow imports from European Union suppliers in addition to Canadian suppliers, with EU suppliers defined as manufacturers, distributors, or pharmacies licensed under EU or member nation laws

Requires the Health and Human Services Commission to contract with prescription drug wholesalers and Canadian or European Union suppliers to import drugs and provide cost savings to Texas consumers

Limits eligible imported drugs to those meeting FDA safety standards, not violating federal patent laws, and expected to generate consumer savings, while excluding controlled substances, biological products, infused drugs, IV drugs, surgical inhalation drugs, and parenteral drugs

Mandates annual reporting to the governor and legislature by December 1 each year on program operations, including participating suppliers, number of prescriptions dispensed, and estimated cost savings to consumers, health plans, employers, and the state

Authorizes program funding through legislative appropriations and fees on prescription drugs sold under the program, with required audit procedures for participating wholesalers and anticompetitive behavior monitoring in consultation with the attorney general
