Amends Texas Family Code Section 264.005 to allow counties with a population less than 500,000 to appoint up to one-third of their Child Welfare Board members from residents of contiguous counties

Maintains existing requirements that Child Welfare Boards must have between 7 and 15 members who serve without compensation at the pleasure of the commissioners court

Larger counties with populations of 500,000 or more must continue to appoint only county residents to their Child Welfare Boards

Takes effect immediately upon receiving a two-thirds vote from both legislative chambers, otherwise becomes effective September 1, 2025
