Applicants without a valid Texas ID must attest to the truth of their application and provide a digital signature before submitting electronically

Digital signatures meeting Secretary of State rules satisfy existing signature requirements, and electronic applications are treated the same as mail-in applications for all purposes

Secretary of State must adopt security rules including displaying a description of voter registration fraud offenses on the website and using the state electronic portal to authenticate applicant identity and address
