Expands the definition of "underground facility" to explicitly include telecommunications services (voice, data, video, optical transmissions, cable television), electrical energy, natural or synthetic gas, petroleum products, water, slurry, sewage, steam, and hazardous liquids

Requires all underground facility operators (not just those serving more than one million residential customers) to annually provide residential customers with information about excavation activities and the statewide toll-free notification number

Eliminates the distinction between "Class A" and other underground facilities, requiring all operators to participate in notification centers, pay a $50 annual fee to the corporation, and comply with facility marking requirements

Maintains the $1.25 maximum charge that notification centers can assess operators per call, with increases requiring two-thirds board approval or proof that costs exceed the cap

Sets deadlines for operators to mark underground facility locations after receiving excavation notices: within 48 hours (excluding weekends and holidays), by 11:59 a.m. Tuesday after Saturday notification, or by agreed-upon time
