Texas would automatically recognize any valid handgun carry license issued by any other state, eliminating current requirements for reciprocity agreements or background check verification

Removes the existing requirement that the Texas Attorney General verify another state conducts background checks (including National Crime Information Center and Interstate Identification Index searches) before recognizing that state's licenses

Requires the governor to negotiate reciprocal recognition agreements only with states that require such agreements before recognizing Texas-issued licenses

The Department of Public Safety must publish and annually update a list on its website of states that recognize Texas handgun licenses

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
