Requires the Texas Health and Human Services Commission to provide Medicaid reimbursement to lactation consultants for services provided to Medicaid recipients

Defines "lactation consultant" as an individual certified by an international or national certification program approved by the commission

Directs the executive commissioner to establish a separate provider type for lactation consultants, allowing them to enroll as Medicaid providers and receive direct reimbursement

Implementation may be delayed if federal waiver or authorization is required

Takes effect September 1, 2025; passed the House 130-16 on April 23, 2025 and the Senate 28-3 on May 8, 2025
