Requires the Texas Commission on Environmental Quality to distribute all available funds collected before September 1, 2025, for the low-income vehicle repair assistance, retrofit, and accelerated vehicle retirement program to eligible counties by January 1, 2026

Applies to counties that are or were participating counties in the program and have remitted collected fees to the state

Funds must be distributed proportionally based on the amount of fees collected in each county or region

Counties receiving funds may only use the money to fund programs authorized under existing law (Section 382.220(b)) for low-income vehicle assistance

The new provision expires September 1, 2029, and the act takes effect September 1, 2025
