Prohibits Texas public institutions of higher education from entering into contracts with or accepting gifts, grants, or donations from "designated countries or entities"

Defines "designated country or entity" as those identified by the U.S. Secretary of State under the International Religious Freedom Act of 1998 as countries of particular concern, special watch list countries, or entities of particular concern

Authorizes the Texas Higher Education Coordinating Board to adopt rules necessary to implement the prohibition

Applies only to contracts entered into on or after the effective date; existing contracts remain governed by prior law

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
