Prohibits all weather modification and control activities in Texas, defined as injecting, releasing, or dispersing any chemical, compound, substance, or apparatus to affect temperature, weather, or sunlight intensity

Creates a Class A misdemeanor offense for violations, with each day of violation constituting a separate offense

Repeals existing Chapters 301 and 302 of the Agriculture Code, which previously established a regulatory framework for weather modification operations

Requires the Texas Department of Licensing and Regulation to return prorated license/permit fees to current holders whose authorizations become invalid under the new law

Dismisses any pending disciplinary or administrative proceedings related to violations under the previous weather modification regulatory system; effective date September 1, 2025
