Establishes a grant program through the Texas Veterans Commission for Junior Reserve Officers' Training Corps (JROTC) programs in middle schools, junior high schools, and high schools to provide military funeral honors at veteran funeral services

Grants are capped at $3,500 per school year and may be used for uniforms, air rifles (with school district approval and safe storage plans), American flags, bugles, TAPS audio equipment, or honor guard academy training tuition for instructors

JROTC programs must receive training on military funeral honors from qualified organizations such as ROTC programs, military honor guards, Veterans of Foreign Wars posts, law enforcement agencies, fire departments, or other veteran-serving nonprofits

Grant applications must include the name of the training organization, a detailed plan for use of funds, and for previous grant recipients, an explanation of how prior purchases will continue to be used

The Texas Veterans Commission and Veterans' Land Board may publicize grant-recipient JROTC programs as community resources for military funeral honors, and the commission may accept gifts and donations to fund the program; effective date is September 1, 2025
