Creates the Texas Advanced Nuclear Development Fund to provide reimbursement-based grants to businesses, nonprofits, and governmental entities for nuclear project development, with 20% allocated to project development/supply chain grants (capped at $12.5 million per project) and 80% to construction grants (capped at $120 million per project)

Authorizes a nuclear permitting coordinator position to serve as a single point of contact for businesses navigating local, state, and federal nuclear energy permitting and regulatory processes

Establishes a completion bonus grant program for operational advanced nuclear reactors interconnected with the ERCOT power grid, with grant amounts determined on a per-megawatt basis according to generation capacity

Requires the office and Public Utility Commission to conduct a study identifying necessary state regulatory functions for nuclear energy facilities, with findings due to the legislature by December 1, 2026
